The Government made official the extension of social, preventive and mandatory isolation until May 24th inclusive, relaxed the quarantine for large cities and enabled 18 industrial activities, through the Decree 459 / 2020.
The regulations were published this Monday (11.05.2020) in the Official Gazette. As regards Capital Federal and Greater Buenos Aires, the quarantine remains unchanged and restrictions remain in place.
However, the document states New exceptions in departments or districts with more than 500 thousand inhabitants, except for the Metropolitan Area of Buenos Aires (AMBA). Activities are also being added to those with less than 500 thousand inhabitants, such as the opening of retail stores, among others.
As for the authorisation of industrial activities, opening will be permitted provided that there is a health protocol and prior provincial authorisation. In addition, companies must have private transport for the transfer of personnel.
In localities with more than 500 thousand inhabitants, new exceptions may only be made in order to authorize industrial, service or commercial activities. “To make the exception, They must have prior approval from the provincial health authority, order the implementation of the indicated protocol and communicate the measure immediately to the Ministry of Health of the Nation," the decree establishes.
On the other hand, if the protocol for the activity to be authorized is not included in the “Annex of Protocols authorized by the national health authority”, the province must request, after intervention by the provincial health authority, to authorize the exception. In addition, the locality where the industry will be authorized must have a duplication rate greater than 25 days.
If a situation of epidemiological or health risk is detected, the Government will take the appropriate measures to contain the transmission of the virus. In addition, the Chief of the Cabinet of Ministers may, at any time, order the suspension of the exception provided.

- Shopping malls, cinemas, theatres, cultural centres, libraries, museums, restaurants, bars, gyms, clubs and any public or private space that involves the presence of people.
- Interurban, interjurisdictional and international public passenger transport, except for the cases provided for in article 11 of this decree.
- Tourist activities; opening of parks, squares or similar.
