Government sets the conditions for “Logistics Operators of the Simple Export Regime”

The national Government establishes the conditions of the logistics operators in the “Simple Export” Regime, through the Joint General Resolution 4458/2019.

According to the regulations, published in the Official Gazette this Wednesday (10.4.2019), logistics operators will be understood as Those subjects who are registered and enabled as logistics operators of the “Simple Export” regime before the AFIP, among which are included the Official Post Office (CORASA SA) and Aerolíneas Argentinas SA. They will also be responsible for registering export destinations on behalf of and at the order of the users of the regime.

Thus, “Exporta Simple” is a regime created with the purpose of facilitate small producers' export operations for commercial purposes, through postal service providers. In this way, the Government seeks through this measure to boost the increase in export activity, as well as to facilitate integration with Mercosur countries.

Beneficiary subjects must have Unique Tax Identification Code (CUIT), the annual billing amount of these exports may not exceed the FOB value equivalent to US$ 600.000 per subject and each individual operation may not exceed the FOB value of US$ 15.000.

Likewise, the goods subject to exportation under this regime They must not be subject to any prohibition, suspension or export quota. and the goods to be exported may not be those subject to an operational treatment specifically regulated for customs control.

Meanwhile, all operations will be carried out through the “Exporta Simple” website. (www.exportasimple.gob.ar).

Thus, in cases where the merchandise does not exceed the 20 kilograms net weight and the USD 2.000, The user may choose to send the order via the Official Post Office of the Argentine RepublicIn this case, you must complete the simplified declaration determined by the General Directorate of Customs, taking into account the recommendations of the Universal Postal Union (UPU) for the “Trade Facilitation” program.

“Failure to comply with the requirements established in this regime makes the logistics operator and the beneficiary subject responsible for the application of the penalties that correspond to the violations and/or illegal acts committed pursuant to the provisions of current regulations," states the official text.

Thus, AFIP will have the power to exclude of use of this regime, based on objective control criteria and risk assessments.

The resolution enters into force immediately and its application will be in accordance with the schedule that will be published on the “Exporta Simple” microsite of the AFIP website and on the “Exporta Simple” portal (www.exportasimple.gob.ar).
