Government creates the Electronic Flour Remittance Service

The Government created the “Electronic Flour Remittance” (REH) for the transfer of wheat flour, through the Joint General Resolution 4519/2019.

The regulations, published this Thursday (04.07.2019) in the Official Gazette, say: «The “Electronic Flour Receipt” hereinafter “REH” is hereby created. This document shall be mandatory for the transport (automotive and/or rail) within the territory of the Argentine Republic of wheat flour and by-products derived from wheat milling».

It is clarified that the REH replaces the delivery note established by General Resolution No. 1.415 (AFIP), its amendments and supplements, and will be the only valid document for the purposes of the transfer of flour and/or by-products, with the exception provided for in Article 16 hereof.

According to the grounds of the measure, the purpose is to physically monitor the movement of flour, for which a procedure is established that must be followed by authorized persons responsible, detailed in the following annex, for the purposes of requesting the REH.

"The update of the products and/or by-products covered, detailed in the aforementioned Annex I, will be published on the Federal Administration's website (http://www.afip.gob.ar)," says the official text.

It is indicated that the Federal Public Revenue Administration will authorize the request for the issuance of the receipts., granting the Electronic Remittance Code (CRE) for each receipt requested and authorized, which must appear printed on the document for it to be valid.

The regulations are signed by the Federal Administrator of Public Revenue, Leandro Cuccioli, and the Secretary of Agribusiness, Luis María Etchevere.
