The national government authorized the retail sale of vehicles in the free trade zone of Río Gallegos, by resolution of the Ministry of Production and Labor published this Wednesday (27.3.201) in the Official Gazette.
in the the 195 / 2019 resolution The acquisition of motor vehicles and the rules that will govern it were incorporated as article 13 of the regulations of the free trade zones of Santa Cruz and its amendment.
The Ministry had considered the convenience of repealing that article of Resolution 31/2014 on January 11, 2018, noting that the provisions contemplated "prevented the establishment of an efficient control mechanism that would guarantee and safeguard tax and customs security in the area of Free Trade Zones."
On February 5, 2019, the concessionaire RioCal Zonas Francas SA presented various proposals for control tools, which the Undersecretariat of Trade Facilitation of the Secretariat of Foreign Trade of the MPyT considered would be efficient.
The acquisition of vehicles in the free trade zone of Río Gallegos may be carried out by persons with a minimum residence of two years in Santa Cruz, at the rate of one vehicle every five years from the date of its registration, according to sections a and b of article 13 incorporated into the regulations.
A third section set the limits to which the sale of vehicles is subject in the free trade zone of Río Gallegos, from 2000 units from the opening of the free zone this year, 5000 units in 2020, 6000 units in 2021, 7500 units in 2022, 7750 units in 2023 and for the year 2024 and thereafter, 250 units will be added per year.
This was done "taking as a calculation basis the limit of units established for the immediately preceding year," indicated the detail of section c of article 13 incorporated into the regulations.
The last three paragraphs added that "the circulation of motor vehicles acquired under this regime is restricted to the province of Santa Cruz," that "exits outside the province may not be for a period greater than 90 days per calendar year" and that "motor vehicles acquired under this regime must have an identification sticker, in order to facilitate their clear and easy identification."
