The National Commission for the Regulation of Transport (CNRT) updated the protocol of the "Covid-19 Emergency Plan for motor transport", through the Provision 28/2020.
The measure, published this Tuesday (28.04.2020/XNUMX/XNUMX) in the Official Gazette, provided that the update of the prevention measures reaches the activity of the operators of motor transport of passengers and cargo general and dangerous areas of national jurisdiction and for the concessionaires of bus and rail terminals controlled or to be controlled by the CNRT.
The regulations explain that "the contagion statistics have been seen especially in the AMBA area, (greater Buenos Aires and Autonomous City of Buenos Aires), as well as the confirmed growth of passengers transported in the last 30 days, It is essential to take extreme preventive measures of care, isolation, distance, disinfection, ventilation and use of personal protective equipment.«.
The document also adds that within the framework of the emergency, these measures must be added to those already adopted since the beginning of the mandatory preventive social isolation.in order to minimize the effects of the spread of the virus and its health impact«.
General and common prevention measures for all recipients:
- Take extreme measures to improve hygiene conditions in transport units, terminals, bus terminals, railways and in all places where all actors linked to the activity of the affected subjects transit or remain.
- Increase the care of the staff assigned to the provision of services, by placing supplies of alcohol gel, alcohol-based solutions and/or any other supplies recommended by the Ministry of Health, in easily accessible places.
- Monitor handwashing supplies (i.e. antibacterial soap, disposable towels) are constantly available.
- Provide face masks to drivers and other employees daily who carry out tasks related to the activity in the various fixed facilities of the companies and/or in the bus or rail terminals.
- Implement teleworking and remote execution of tasks in all cases that do not correspond to essential work specific to the activity.
- Minimize physical contact through the circulation of items, including papers and money, and promote digital use in any transaction.
- Provide ongoing training and efficient communication to all personnel involved regarding social distancing guidelines approved by the Ministry of Health, as well as all regulations and measures issued by said authority within the framework of the health emergency.
- Notify and train staff regarding protocols and standards issued by national and provincial authorities related to the pandemic COVID-19.
- Establish and make available to all actors involved a COVID-19 contingency plan that includes at least: specific isolation areas within the facilities, and if necessary, for exclusive use outside of them; telephone numbers for medical services to contact in the event of a suspected case, a crisis situation or a health emergency; identification of the places where elements that guarantee hygiene and personal protective equipment are available; and disinfection measures.
- Observe and strictly comply with the mandatory measures and recommendations issued by the Ministry of Health of the Nation through Resolutions No. 568/2020, 627/2020 and those consistent with them, as well as those issued in this regard in the future.
- Preserve all information regarding the personnel who worked on each vehicle as well as the passengers in cases where possible, so that when a suspected or confirmed case is detected, all persons who have been in contact with the case can be identified and notified, as well as the corresponding Health Authority.
