The Government simplifies operations to export fresh onions

The Ministry of Agriculture, Livestock and Fisheries of the Nation (MAGyP), through the Resolution 35 / 2019, in force since September 16, 2019, updated the regulations to certify the quality and health of fresh onions, simplifying the operation without neglecting compliance with market demands.

The new measure allows exporters to choose to request inspection from Senasa to certify the quality and health of the onion in the area of ​​origin or at the point of departure., saving you time and costs.

To this end, Resolution 35/2019 repeals its similar Resolutions 42/1998 and 374/2000, both from the former Secretariat of Agriculture, Livestock, Fisheries and Food of the then Ministry of Economy, and 1/2016 from the then Ministry of Agroindustry, in line with the purpose of strengthening the process of debureaucratization and simplification of administrative procedures in agriculture, as provided, in due time, by Resolution 381/2017.

The possibility of choosing to certify the merchandise at origin or at the border adapts to the needs of the agri-food chain and complies with the obligations of Senasa as a control body, adjusting the work of its inspectors to the demands of the usual export markets and to emerging destinations that may arise.

In this way, Senasa fulfils its responsibility to certify quality aspects harmonised in the specific standards and phytosanitary requirements that importing countries establish, which must be complied with.

The new Resolution places emphasis on product traceability, recording all movement of merchandise through the Electronic Plant Transit Document (DTVe)., valid for Senasa and AFIP, which replaces the old Guide of Origin and the commercial delivery note, respectively. The DTVe allows the registration of movements from production to packaging and from there to export, with details of the cargo and its identification. It also contemplates the movement to other differentiated figures such as markets or retailers, in the case of domestic consumption.

Likewise, the standards applied by Senasa in its inspection methodology ensure quality aspects, although they are not mandatory, and those associated with phytosanitary conditions. In this case, the DTVe issuing system blocks the movement of onions from the field to the border point without first being processed in a packing shed authorized by the Agency.

This promotes production and exportation, within a framework of compliance with specific regulations.
