The Government creates the Trade Facilitation Committee

The Government creates the National Committee for Trade Facilitation within the orbit of the Office of the Chief of Ministers, according to the decree 535 / 2019.

The decision of the Executive Branch published this Friday (02.08.2019) in the Official Gazette indicates: «Create, within the orbit of the Office of the Chief of Ministers, the National Committee for Trade Facilitation (the Committee), whose The aim will be to facilitate internal coordination and the implementation of the provisions of the Trade Facilitation Agreement, approved at the IX Ministerial Conference of the World Trade Organization in December 2013., without prejudice to the specific powers that other public bodies may have in this area, with which appropriate coordination must be ensured."

The Facilitation Committee will be composed of regular and alternate members representing the Office of the Chief of Staff, the Ministries of Production, Transport, Finance, Interior and Foreign Affairs, and Worship.

The Secretariat of Government for Agroindustry, the Federal Administration of Public Revenue (AFIP), the Ministry of Health and Social Development and any other autonomous body and entity that each Ministry considers appropriate to designate will also be part of this group. In addition, representatives of private entities may form part of the committee.

The IX Ministerial Conference, held in Bali, Indonesia, from 3 to 6 December 2013, adopted the Trade Facilitation Agreement. As part of this plan, each member was required to establish and/or maintain a National Facilitation Committee or designate an existing mechanism to facilitate internal coordination and the implementation of its provisions.

In this regard, the standard states that "it is appropriate to hereby establish the creation of a National Trade Facilitation Committee and provide it with the necessary tools to achieve these objectives."

Thus, the way to carry out the procedures corresponding to this area will be by the Argentine Foreign Trade Single Window National Regime (VUCEA), which will manage the procedures related to declarations, permits, certifications, licenses and other authorizations and procedures necessary to carry out import, export and transit operations of all types of goods.

The decree is signed by President Mauricio Macri; the Chief of Cabinet of Ministers Marcos Peña; Foreign Minister Jorge Marcelo Faurie; and the Minister of Production and Labor Dante Sica.
