Brazilian industry proposes measures to speed up trade in Paraguay, Uruguay and Chile

-

While Brazil has made progress in reducing bureaucracy for exporting and importing, South American countries still need to invest in modernization processes related to foreign trade. To stimulate these countries, The Inter-American Development Bank (IDB) has signed agreements with entities in the industrial sector to eliminate bottlenecks that impede a faster flow of trade.

The Brazilian National Confederation of Industry (CNI), in partnership with the IDB, raised 368 opportunities to improve public processes or Policies related to foreign trade in Paraguay, Uruguay and ChileTo take advantage of these opportunities, meetings were held with representatives of exporting and importing companies and public bodies involved in foreign trade, with a total of 320 participants. At the end of the survey, 263 solutions were proposed.

El Director of Industrial Development at CNI, Carlos Abijaodi, said that Brazil's experience with the creation of the Single Foreign Trade Portal helped in preparing proposals for the three countries. The portal was launched in 2014 and has become a one-stop shop for interaction between the government and importers and exporters. To create the Single Portal, people who work with exports in companies met and provided guidance on what the process was like and what it should be like. Our bureaucracies are very similar. Chile, for example, still has a digitalized invoice and a certificate of origin, everything is on paper. Today, in Brazil, almost everything is computerized. We made the proposal to computerize, provide transparency and avoid delays for these three countries. ,” he said. According to Abijaodi, the IDB also signed an agreement in Argentina to carry out the same survey.

For Abijaodi, Reducing bureaucracy in these countries will also help Brazilian exporters and importers.. "Since we have a lot of trade with Mercosur [Brazil, Argentina, Paraguay and Uruguay] and with Chile, we will gain first quickly. Here in Brazil, with the Single Portal, the export process was reduced from about 15 days to 8 days. There are also gains in transparency. For example, in the Brazilian Single Portal, the exporter puts all the scanned documents within that page and then the agencies involved in this process are approved and the exporter can track the forwarding. In those countries, this has not yet been done. "He explained.

Abijaodi added that he also It is necessary to reduce the terms of foreign trade in other countries. "When we export to these countries, our shipment is accelerated, it is transparent, it is safe, but upon arrival we encounter this bureaucratic difficulty: everything will be on paper and approval will take time. And if they are importing from us, there is an initial delay due to bureaucracy and arriving here in Brazil is already accelerated. We need to gain time both at the origin and at the destination. "He added.

With the survey done, Abijaodi said, now It is up to the governments of the countries to implement the changes.

The results of the work of the CNI and the IDB are available on the Internet. Therefore, anyone who wants to export to Paraguay, Uruguay or Chile can learn about the entire process on this website. According to the CNI, there is an agreement with the countries so that as changes are implemented, the export and import process on the site will be updated.
