Between February 25 and 28, a bilateral meeting of the Joint Work Plan of the Authorized Economic Operator (AEO) was held for the comparison and joint validations between the customs of China and Uruguay.
During these working days, the delegations of both countries evaluated and shared information about their OAS Programs, on regulations, authorization criteria, validation procedures, benefits, among other topics.
The Chinese delegation was composed of the Director General of the Department of Enterprise Management and Audit-Based Control, Mr. HU Dongsheng, the Director of the Credit Management Division, Mr. Qi Ming, the Advisor of the Credit Management Division of the OAS Office, Ms. E Tao, and the OAS specialist, Ms. Tang Yanli. And for Uruguay: Representatives of the chambers, associations and foreign trade operators, members of the Uruguay-China Chamber, authorities from the Ministry of Foreign Affairs, the Ministry of Industry, Engineering and Mining, the Ministry of Public Health, the National Port Administration, the National Meat Institute and the Technological Laboratory of Uruguay were also present. Also present was Mr. Pablo Ferrari, Under Secretary of the Ministry of Economy and Finance.
The signing of an agreement between both countries means continuing to advance towards facilitating foreign trade, The aim of this agreement is to provide mutual benefits for all authorised operators in both countries. It also reaffirms the commitment to international best practices in the context of cross-border trade.
The goal is not to have the same programs in both countries, but rather to standardize them., demonstrating the compatibility of international programs. With the implementation of ARM, the movement of goods is guaranteed by strengthening the security of the international supply chain, thus increasing competitiveness by improving processes and times.
This program is one of the pillars of the Customs Modernization process and today Uruguay is among the countries in America that have achieved the largest number of agreements. The eastern country has signed four MRAs: in 2016 with Brazil (of great importance as it is the first to be signed between countries in the southern hemisphere), in 2017 with Korea and in 2018 with Peru and Bolivia. Work is currently underway to finalize agreements with China, the United States and Argentina.
