On December 24, 2019, the Official Gazette of Chile published the Exempt Decree No. 458 of 17.12.2019, of the Ministry of Finance, which modified the National Customs Tariff based on the Harmonized System of Designation and Coding of Goods (HS) as of January 1, 2020.
The Customs Tariff is the "language" through which international trade is conducted and allows, among other objectives, the National Customs Service to carry out more effective inspections and generate better foreign trade statistics.
This nomenclature, which is key to the work of Customs and all those involved in international trade, is developed based on the Harmonized System of Description and Coding of Goods (HS) of the World Customs Organization (WCO), used in almost the entire world to transact products in foreign trade, giving greater certainty and clarity to the work of all actors in the logistics chain.
For this new version, the aforementioned decree incorporates systematic-taxonomic revisions to chapters 3 and 16, closes openings in heading 22.02, restructures openings linked to lithium products in chapter 28, makes corrections to openings in heading 29.31 and establishes new openings for the control of polyols in heading 39.07.
The correlation tables between the nomenclature in force at the end of 2012 and at the beginning of 2020, as well as the relationship between the repealed and current items, are published on the Service's website, in order to facilitate the entry into force of the decree.
The modifications to the National Customs Tariff were worked on by the Classification and Origin Department of the Technical Sub-directorate of Customs, in conjunction with the Ministry of Finance and with the collaboration of the Sub-directorates of Inspection, Legal Affairs and Information Technology.
