President Chilean President Sebastián Piñera announced on Wednesday (18.03.2020/XNUMX/XNUMX) that a State of Constitutional Exception of Catastrophe was declared to control the spread of the coronavirus, which was declared a global pandemic and which has already registered 238 cases in Chile, according to the Ministry of Health's report as of March 18.
Piñera explained that "This decree will allow us to give greater security to our hospitals and all sites where health care is provided; to better protect the logistics chain for the transfer of medical supplies; to facilitate the care and transfer of patients, medical personnel and the evacuation of people when necessary; to safeguard compliance with the quarantines and social isolation measures that we have established; to guarantee the production and distribution chain to ensure the normal supply of goods to the population; better protect and safeguard our borders«.
The head of state added that "This state of emergency allows for a series of measures to be enacted, including restricting meetings in public spaces to avoid crowds; ensuring the distribution of goods and services; ordering the formation of reserves of food and other goods necessary to ensure the subsistence of the population; establishing quarantines or curfews; dictating measures for the protection of public utility services; and limit the transit or movement of people«.
Piñera also insisted that this measure implies the collaboration of the armed forces with the appointment of heads of national defense, "who will assume command of the Public Order and Security Forces in the respective areas", leaving pending the areas and military commands that will be in charge.
In his speech, the President also called for collaboration among Chileans and to care for those most vulnerable to this virus.
