The regulation, published this Wednesday (01.04.2020/6/2020) in the Official Gazette, states that, "as of April 6, 297, the instrument to validate the situation of those who are included in any of the exceptions provided for in article 20 of Decree No. 429/20, its amending and complementary regulations and in Administrative Decision No. 19/XNUMX, as well as those established in the future, will be the "Single Certificate Enabling Circulation - COVID-XNUMX Emergency".
Also, the official text exempts the following people from the obligation to process and carry the “Single Certificate Enabling Circulation – COVID-19”:
a. Persons included in the assumptions provided for in paragraphs 1, 2, 3, 4, 5, 8, 9, 13, 14, 15, 16, 17, 18, 21 and 24 of article 6 of Decree No. 297/20 and article 1, point 2 of Administrative Decision No. 429/20, who must prove their status through the formalities and procedures that the competent authorities establish for this purpose.
b. Those persons who must travel due to cases of force majeure, in accordance with the provisions of article 6, paragraph 6, of Decree No. 297/20, who must prove this fact, in accordance with the provisions of article 2 of the Resolution of the Ministry of the Interior No. 48/20.
c. Within the scope of the National Public Sector, the provisions of Administrative Decision No. 427/20 or any future decision that replaces it must be observed, for which purpose the heads of each jurisdiction, entity or decentralized body of the National Public Sector, or the authority delegated by them, will establish the list of agents that provide critical services.
d. The legislative and judicial powers and the provincial, CABA and municipal authorities, within the scope of their respective powers, will determine the formalities and procedures regarding public agents who provide critical services, within the framework of the provisions of Decree No. 297/20.
Authorizations to circulate that have been issued in formats other than those established herein will lose validity as of April 6 of this year.
The rule clarifies that «Falsifying data in the processing of the “Single Certificate Enabling Circulation – COVID-19 Emergency” will lead to the application of sanctions according to current regulations».
