Brazil has requested to join the World Trade Organization's (WTO) Government Procurement Agreement (GPA), the organization said in a statement on Tuesday (19.05.2020).
The organization announced that on May 18, the WTO's Committee on Public Procurement received the country's offer to join this agreement. For its part, Brazil has indicated that it will submit the necessary documents for accession to the agreement.as soon as the Covid-19 situation allows«.
The head of the WTO's public procurement committee said that this is a historic event and recognizes the importance and relevance of this agreement, pointing out that It is the first Latin American country to want to join the ACP.
Brazil was granted observer status in the GPA in October 2017. At the time, it noted that its request (as an observer) reflected “a desire of the Brazilian people to modernize the economy and improve the management of public resources«He further stated that he had negotiated government procurement chapters in regional and bilateral free trade agreements that were largely based on GPA provisions.
The GPA is a plurilateral agreement of the WTO, meaning that not all WTO members are party to it. It covers public sector procurement of goods, services and construction services and promotes market openness, good governance, transparency and integrity.
Currently, 48 WTO members (including the 27 member states of the European Union and the United Kingdom) are party to the Agreement. Australia became the most recent member to join the Agreement in 2019.
