Brazil simplifies temporary imports through ATA Carnets

Starting Wednesday, Brazil is streamlining temporary imports through “Cuadernos ATA” (ATA Notebooks)Temporary Admission, in English), reported the National Confederation of Industry (CNI).

With these International document that allows the temporary importation (for a period of less than one year) of goods without paying tariffs and taxes to be subsequently exported., foreigners will not have to apply for exemption from the Tax on the Circulation of Goods and Services (ICMS) at state finance departments.

The measure helps combat Covid-19 by reducing the circulation of documents between countries and speeding up the temporary importation of work equipment for medical purposes.

“Brazil is now aligned with global best practices for temporary imports. In addition to helping in the war against the coronavirus, the measure will facilitate the participation of foreigners in exhibition fairs and congresses in the country in the post-crisis period. “, commented Sarah Saldanha, manager of CNI Internationalization Services.

The simplification of temporary imports in Brazil was made possible thanks to the coordination of the CNI with the National Council for Agricultural Policy (Confaz) and the Federal Revenue Service. These agencies are also involved in the development of a system that allows monitoring the circulation of goods and equipment with ATA Carnets.

Although the measure was adopted at the end of 2019, As of April 1, 2020, the procedure was adjusted to the context of the fight against the coronavirus to generate the following benefits.

On the one hand, the measure reduces the circulation of documents between countries, one of the means of contagion of Covid-19, and decreases the flow of people in state Finance departments, helping to safeguard the health of the server and user of ATA Carnets.

On the other hand, the provision facilitates the temporary importation of high-tech professional equipment for research purposes against Covid-19.

Brazil receives medical goods from countries such as the United States, which issued 140 Minutos Carnets to the country, followed by the United Kingdom (94), Germany (88), France (50) and Israel (36).

Brazil's improvements to the ATA Carnet process aim to help the world both in the current scenario of the fight against the Covid-19 pandemic, and in the development of technologies, the dissemination of information on the subject, among others.
