Brazil will modernize fiscal management in Paraná

Brazil will contribute to the fiscal management of the State of Paraná through its modernization, the improvement of tax administration and the control of public spending, according to the Inter-American Development Bank (IDB),

The project has a $50 million loan approved by the IDB.

The aim is to improve management tools, modernize the technological infrastructure and increase the transparency of fiscal management with society, strengthening the institutional performance of the State Secretariat of Finance of the State of Paraná, the Attorney General's Office of the State of Paraná, and the Secretariat of Planning of the State of Paraná.

Paraná wants to boost the efficiency of tax collection, revenues and simplify tax compliance through financing and creating a tax benefits management system.

The program will include a system of “Single Cadastre" of taxpayers with the integration of data from the Tax on the Circulation of Goods and Services, and the Tax on Motor Vehicle Ownership and rural producers and REDESIM companies, among others. 

It will also contribute to financial management in its fiscal discipline and to increasing the efficiency and effectiveness of public spending through better management of public service costs, public debt and results-oriented budget planning.

Integration with the accounting system of the Mobile Asset Management System and the Real Estate Asset Management System will also be established.

The beneficiaries will be citizens, companies and individuals who are taxpayers, and public and non-governmental entities, who will obtain better service delivery, facilities and lower costs for tax compliance, and greater availability of information and data for public management and transparency of public accounts, achieving greater fiscal sustainability for the State.

The 50 million loan has a 25-year repayment period, a five-and-a-half-year grace period, an interest rate based on LIBOR, and a local counterparty of 5 million dollars.
