The national government, through resolution 9-E/2018, established maximum rates for pilotage and pilotage services.
The national government ordered the reduction of between 20 and 40 percent of the maximum rate for pilotage and pilotage services in the country's ports to increase the competitiveness of the port sector, through resolution 9-E/2018 published this Tuesday (16.01.2018) in the Official Gazette.
The measure was taken after the public hearing on December 12, 2017 to set a maximum rate for the pilotage service, one of the logistical costs paid by the producer for the transfer of their products to and from river ports.
The public hearing, the first of its kind in 25 years, was supported by the governments of Tierra del Fuego, Chubut, Buenos Aires, Entre Ríos, Santa Fe and Misiones.
In addition to the new tariff schedule, which will be updated annually to ensure greater efficiency and regularization, considerations related to the elimination of limitations on the maximum coefficient to be applied and a special bonus for companies with a majority of national capital were agreed upon at the hearing with all the actors in the sector.
Practice
The national government has already made significant progress in the development of the pilotage service, such as limiting civil liability, which puts the pilot on an equal footing with other professionals.
In addition, in conjunction with the Naval Prefecture, the navigation safety margins in the service were improved, it was reported.
Jorge Metz, Undersecretary of Ports and Waterways, highlighted that this measure It is essential to achieve greater competitiveness in the pilotage and piloting service throughout the country."We are coming from decades in which the service was deregulated and the problems increased year after year. We held a public hearing and now we are setting maximum rates, reducing rates by 20 to 40 percent, which leads to an improvement in logistics costs, transparency in the market and a step further for the entire port sector to continue growing," he said.
Until 1991, remuneration for pilotage services was governed by a rate schedule set by the State, but then it was deregulated and free contracting between private parties was permitted, reserving the State the power to impose maximum rates, which was done for the last time in 1992.
Today, the tariff is outdated and unobserved, so there is a marked discretion and dispersion depending on the different areas in which it is charged, there is no competitive offer and the market is closed to the entry of new players; all of this directly affects the Argentine logistics cost, indicated the Transport statement.
