Argentina leads the implementation of the new WCO tool to assess customs integrity

The World Customs Organization (WCO) announced on Wednesday (12.03.2025) that the Argentine Customs (DGA) was the first member customs administration to pilot the new online Customs Integrity Perception Survey tool. (CIPS-OT). The tool is part of the WCO's A-CIP program and is designed to assess the quantitative perception of integrity in Customs, gathering opinions from both Customs officials and private sector stakeholders. This tool aims to help Customs administrations adjust and focus their anti-corruption and integrity promotion measures.

During the 24th session of the WCO Subcommittee on Integrity, held from 3 to 4 March 2025, Argentine Customs shared its experience as the first to implement this tool. Argentina used CIPS-OT to collect 1169 responses from private sector actors over a ten-day period, between November 19 and 29, 2024. In addition, between February 10 and 24, 2025, data were collected 441 responses from DGA employees. These responses were statistically significant, allowing management to have a 95% trust in which the results reflect the opinions of the target populations, with small margins of error of 2,79% and 4,40%respectively.

The success in obtaining statistically significant samples is attributed to the communication campaign used by Argentine Customs. This campaign included roundtable discussions, email notifications, and alerts on internal and intranet systems. Users of the CIPS-OT tool shared their testimonials, praising the survey's clarity, its structured approach, and its role in fostering transparency and dialogue.

The survey results, which are currently being analyzed, will guide Argentine Customs in improving its integrity strategies and strengthening its efforts to promote transparency, in line with the WCO Revised Arusha Declaration (RAD).

With this successful pilot, Argentina demonstrates the potential of the CIPS-OT tool to generate significant change. According to the WCO, "the implementation of this tool will enable Customs administrations around the world to strengthen ethical practices, intensify anti-corruption efforts, and build a culture of integrity that fosters public trust."
