Argentina incorporates HFC gases into the Import and Export Licensing System

The Argentine Government incorporated the hydrofluorocarbons (HFCs), listed in Annex F – Group I and Group II of the Kigali Amendment to the Montreal Protocol, Import and Export Licensing System.

This is established by the Resolution 104 / 2020 of the Ministry of Environment and Sustainable Development, published this Monday (06.04.2020/XNUMX/XNUMX) in the Official Gazette.

The regulations explain that "the substances listed in Annex F Group I and II, although they do not deplete the ozone layer, were Substances incorporated into the Montreal Protocol through the Kigali Amendment, as alternatives used to replace Chlorofluorocarbons (CFCs) and Hydrochlorofluorocarbons (HCFCs) listed in other annexes of the Montreal Protocol and which must be controlled due to their high global warming potential«.

The text also clarifies that the "Argentina ratified the Kigali amendment to the Montreal ProtocolWhich It came into force for the country on February 20, 2020"He added that the country must "calculate the consumption baseline, from which the freezing and reduction measures must be complied with."

To this end, the Government has decided that "legal and natural persons wishing to import or export such substances that are not currently registered must register in the Registry of importers and exporters of substances that deplete the ozone layer."

The application for licenses will therefore be made through the Licensing System for Substances that Deplete the Ozone Layer and its current regulations, the regulations state.

The text states that "the validity of the Import or Export License will be valid for 40 (forty) calendar days from the estimated date for import or export stated by the interested party in the corresponding license application."

The new resolution will come into force as of Tuesday 7 of April of 2020.
