Argentina has introduced new measures for the processing of phytosanitary certificates

As a result of the international situation arising from Covid-19, which has generated significant restrictions on international transport, the National Government has arranged New modalities for Phytosanitary Certificates on paper, both for exports and imports, according to the communication addressed to the World Trade Organization.

According to the official text, these are Phytosanitary Certificates (CF) in different modalities and with the intervention of SENASA. The same document describes this way for the exports:

CUVE/QR code: Through the Unique Electronic Validation Code (CUVE), the interested party may check the validity of the CF by entering the CUVE code printed on the CF on the Senasa website. In addition, the same validation can be carried out with the QR Code also printed on each CF (direct access link for validation: https://aps2.senasa.gov.ar/vdc/faces/query.jsp)

E-Phyto: Those countries that are connected to the IPPC Operations Center (Hub) will be able to find there the electronic equivalents of the paper CFs issued by Argentina.

Blockchain: Each CF is recorded in blockchain and, if you have the digital file of the CF in pdf format without the handwritten signature or holographic signature, by entering the Senasa page you can validate it (direct access link: https://cerpov.lyncros.com/)

In the case of imports, it was established that “the presentation of the original paper CF may be excepted, provided that a digital version of the CF is presented instead that has some verification mechanism for its validation, such as the QR Code, barcode or that it can be validated on a website that informs the National Plant Protection Organization (NPPO) of the exporting country. In addition, for those countries that are connected to the IPPC Operations Center (Hub), Senasa may use the electronic equivalent of the CF.”

It is also established that such measures will remain in place until the conditions that existed before the pandemic can be restored.
