Government updates regulations on grain marketing

The national government has updated the regulations of the grain sector in relation to transparency in the marketing of agricultural chains.

This is established by Resolution 306/2018 published in the Bulletin on Monday (10.9.2018).

Registration in RUCA

The standard warns of the need to advance transparency in the fruit and vegetable sector, incorporating the category Concentration Markets for Fruits and Vegetables within the Operators required to register in the Single Registry of Operators of the Agroindustrial Chain (RUCA).

Likewise, the need to incorporate the retail segment is indicated, such as: butchers within the RUCA for more effective monitoring of the value chain.

In addition, the mandatory nature of the participation of at least one Certified Classification Expert in the RUCA, which signs commercial transactions, delivery or receipt of grains, in order to guarantee that the merchandise agreed between the parties is the one agreed upon.

Preliminary tax control

Regarding the need to consider the situation of the legal or natural person responsible for the operation of a refrigeration establishment, as well as those arising from non-compliance with tax obligations, the rule warns of the cancellation of debts in the form prior to processing the registration to operate said establishment.

In this sense, the update of the regulations fulfils the objective of addressing the requests of the various commercial chains that benefit from clearer rules that do not affect or overload the administrative requirements of companies.
