The National Executive Power published the Decree No. 513/2025, which introduces important modifications in three annexes to Decree No. 557/2023. These modifications seek to update the current tariff regime to adapt it to the dynamics of international trade and the needs of the national productive sector.
The standard, officially published today (29.07.2025), updates the following instruments:
- Annex II: List of Exceptions to the Common External Tariff (CET).
- Annex III: List of Capital Goods (BK) with differential Extra-zone Import Rights.
- Annex V: List of rates subject to the temporary tariff increase.
Normative basis
The modification is made on the basis of Decree No. 557/2023, which approved the Common Nomenclature of Mercosur (NCM), adjusted to the VII Amendment to the Harmonized System of Description and Codification of Goods. It also established the Common External Tariff (AEC) and Export Refunds (RE) in its Annex I.
Validity and recommendations
The measure will begin to be applied from July 30 from 2025, that is, the day after its publication in the Official Gazette. However, it is expected exceptions for merchandise classified under tariff codes 2934.99.22 and 8450.20.20, which will retain the previous tariff regime, provided that by July 30 they are already in Argentine territory or have been cleared and loaded onto the means of transport with final destination to the country. To qualify for this exception, importers will be required to register their import application with Customs within 60 calendar days of the decree's entry into force.
It is recommended to importers, exporters, sector chambers, logistics operators and customs brokers review the lists in detail updated.
