The Federal Tax Administration (AFIP) created a Executive Committee within the Tax, Customs and Social Security Resources Research Institute, which will be responsible for drawing up the regulations it deems necessary regarding the organization, administration and operation of the new academic institution.
This is established by the provision 422/2019 published this Tuesday (12.11.2019/XNUMX/XNUMX) in the Official Gazette, the text of which specifies that the Institute will be led by an executive director and will have an Academic Council, made up of him and nine members, and an Administrative Coordination.
The Institute's objective is to carry out research and applied studies at the international, national, provincial and municipal levels on tax systems and their relationship with economic and social aspects; control of international trade; administration of social security resources; new commercial, financial and economic instruments or operations with an impact on national and international taxation; and innovative practices to improve tax administration.
Among other purposes, this institution will be involved in the design, promotion and implementation of postgraduate studies for AFIP staff; and will contribute to the professional training and technical specialization of staff from other tax, customs and social security administrations.
The provision stipulated that the executive director will enjoy remuneration equivalent to that of a director of the organisation.
He also noted that the members of the Academic Council will perform their duties ad honorem and will be appointed and removed by the Federal Administrator.
The Executive Director shall convene meetings of the Academic Council at least three times a year, and may convene extraordinary meetings when special circumstances so warrant, or when requested by at least four of its members.
The quorum for a session will require the presence of five of its members and decisions will be adopted by a simple majority of votes of those present, and in the event of a tie the executive director will have a double vote.
