In a step towards modernization and control of imports, the Federal Public Revenue Administration (AFIP) has made official the “Digital Product Identification System” (SiDIP) through the General Resolution 5581/2024. This new system will be implemented as a unique and mandatory tool for the electronic identification of merchandise, both new and used, imported for consumption in the country.
The standard, published today (09.10.2024), replaces Resolution No. 2.522 (ANA) of October 1, 1987, which regulated the identification regime of products of foreign origin through the use of customs tax stamps.
According to the official text, the advancement of technology has made it necessary to implement new electronic tools for the identification of imports. In addition, DNU No. 70 of December 2023 establishes that “the procedures, requests and procedures necessary for compliance with customs formalities, operations or obligations, including import and export destinations, must be carried out through the use of electronic computer services.”
To this end, AFIP has approved a new electronic identification scheme that modernizes and streamlines customs processes, contributing to cost reduction and improving commercial operations.
In addition, it notes that General Resolution No. 5.166/2024 had introduced an optional mechanism to identify all imports of cell phones, including smart phones, through the declaration of the Code IMEI (International Mobile Equipment Identity). This identification method improves the link between goods and their customs destination, providing greater traceability, more agile control and information security, which is why its implementation is recommended. mandatory character.
Thus, the general resolution will enter into force on October 10, 2024, the day after its publication in the Official Gazette. Meanwhile, the deadlines for the adaptation of the system and the implementation of its provisions will be established according to a schedule that will be available on the AFIP microsite "Digital Product Identification System" (SiDIP). Destinations that have not completed the adhesion to the customs tax stamp will follow the conditions and formalities specified in Resolution No. 2.522 (ANA) of October 1, 1987 and its amendments, says the Administration.
