Five trucks transporting imported goods were successfully tracked by satellite by the National Customs Directorate (DNA) from the exit of the Integrated Control Area at the San Roque González Bridge in Encarnación, until their arrival at the Trans Trade free zone in Ciudad del Este.
In this way, the so-called Vehicle Monitoring System was put into operation on an experimental basis, which will allow Customs to have more exhaustive control over national transit operations that, due to their nature and/or value of the merchandise, imply a greater risk.
"We are truly facing a historic milestone. We have achieved something that has been sought for years and that is an important step towards the modernization of customs controls. The seal is a physical mechanism with sensors that, using clamps or another method of fastening, are temporarily installed so that they can detect the opening of containers, vans or trucks covered with canvas, transmitting this information to the Vehicle Tracking System., said Customs Director Julio Fernández.
The seal is reusable and transmits a satellite signal that allows its geographic location in real time.The new technology allows the DNA Monitoring Center to track cargo in real time and will allow it to know in real time if the means of transport deviates from the established route or if it stops before reaching its destination.
The software is the product of cooperation between the customs of Paraguay and Argentina The event was held within the framework of the Joint Forum of the World Customs Organization-Regional Conference of Directors General of Customs of the Americas and the Caribbean, Spain and Portugal, held in Asunción from April 29 to May 3.
The plan is to gradually implement the application of electronic seals for national transit operations, for land transportation vehicles entered by the Encarnación Customs Administration with destination to the different Customs Administrations in the Eastern Zone, including the Free Trade Zones.
Secondly, it will be implemented for traffic originating in the Guaraní International Airport bound for the Free Trade Zones and other Customs Administrations in the Eastern Zone. And thirdly, it is estimated to apply to land traffic originating in the Infante Rivarola Sub-Administration, on the border with Bolivia.
Interested companies
Companies interested in providing electronic sealing and monitoring services for private sector economic agents must comply with customs resolutions 924 and 1025, both from 2019, so that they are approved by Customs to provide the services. The deadline for companies interested in providing satellite monitoring services to carry out the tests corresponding to the use of the Vehicle Tracking System and comply with the documentary requirements for its corresponding approval is extended until October 31 of this year.
