The mandatory use of the Integrated Cargo Verification System (Siveca) for all imports from China and Hong Kong has been postponed by the National Customs Directorate (DNA) of Paraguay until November 18.
Initially, it was scheduled to come into force on October 14, but the director of Customs, Julio Fernández, issued Resolution No. 20, postponing the date so that the parties involved in the process could take the necessary steps to effectively intervene in the operation.
Siveca is operating on a pilot basis and allows DNA to receive advance data on imports such as type of merchandise, quantity, value, exporting company, importing company, etc., which provides the institution with tools to improve control of foreign trade, reduce room for tax evasion maneuvers and consequently increase customs collection.
"The mandatory use of Siveca will be another transparency shock. Goods from the Republic of China account for the largest share of national imports. Last year, the value of purchases from China reached 3.399 billion dollars in terms of FOB (Free On Board) value.
This sum was equivalent to 28% of Paraguayan imports, which totaled just over 12.000 billion dollars last year, so the mandatory use of Siveca is a very important step towards the formalization of our international trade.", Fernandez said.
The institution took a series of technological measures in order to strengthen control and increase collections Among these is the operation of Siveca, within the framework of a reciprocal cooperation agreement between the Paraguay-China Cultural, Industrial, Technological and Commercial Union (UCITC) and the Ministry of Finance.
This agreement will allow for improved control over imports from China and Hong Kong. Data on imports from China and Hong Kong are provided by the Ucitc to the DNA at no cost to the State or to the importers.
The National Customs Directorate website has a window for Siveca where local importers can obtain information about their imported cargo.

The DNA issued resolution 395/2018 which, among other things, establishes the following: “All goods that have been shipped from the People's Republic of China and/or Hong Kong must have the digital verification code provided by Siveca through the registration of exporters in the country of origin.”
